Those are two different things completely.
A meme is an inside joke on the internet, such as lolcats or failwhale. SO hard to explain. Look up "meme" on encyclopediadramatica.com, they're not safe for work but they're darn accurate.
A catchphrase is something said often by someone; something they are known for saying. Spongebob's catchphrase might be "I'mmmmmmm ready!". Things like that.
