How do you learn Cruise Bubble in Spongebob Squarepants Battle for Bikini Bottom?

I know that you get cruise bubble in downtown Bikini Bottom, but where and how do you get to it? Is there a cheat code for it? Seriously, I've been to pretty much everywhere in downtown. I even beat the lighthouse challenge but I still can't find it. How to you get to learn it?
