How do you get permission to upload videos with content from Viacom to Youtube?

I've made some edited videos of spongebob and Youtube removed them because they said I didn't have the required permission from Viacom to upload them. How do I get Viacom's permission to use their material? Do I call them? Email them? talk to them in person? What?

You know like those military cadences that they sing i heard a mangled version of a spongebob one on youtube but i couldn't make out the words. Was wondering if anyone knew it. I need to be able to run without music and these funny cadences in my head really help
