i know what it's from!!
it's from the "Ripped Pants" episode!.. where spongebob surfs then crashes and he pretend like he's dying.. and that blue fish guy is the lifegaurd.. and spongebob goes.. "i need... i neeed.."
and the blue guy's like "what .. what do you need??" and spongebob goes "a tailor...BECAUSE I RIPPED MY PANTS" and the blue guy makes that face at the screen! muahaha

When the Realistic Fish Head describes the Fry Cook Games, the background music is The Bonnie Blue Flag, a Confederate song.
