like mickey mouse or spongebob? would they go with #2 or would the voicer get it? this just popped in my head. What owuld happen?

Those ballots in which the write in character was added would be thrown out as invalid. Thus only those that voted for a real Living person would have their ballots counted.
The voice actor would not, get the votes, since it was not his name or a recognized alias on the ballot.
that being said, I might have voted for Mel Blank when he was still alive. He could have gone to his political meeting and answered questions in the characters voice that was most appropriate.

Mel to congress as Marvin the Martian: 'We have to blow up Iraq, because it obscures our view of Iran! Isn't that lovely huh?'
